Head of Public Service and Secretary to Cabinet

Mrs. Lucy Nakyobe Mbonye is currently serving as the Head of Public Service and Secretary to Cabinet at the Office of the President, Uganda, a position she was appointed to in July 2021.

She joined mainstream civil service in 1990 as an Assistant Secretary in the Environment Protection Department.
She has served in various Ministries in different capacities including: State House Comptroller; Under Secretary, Finance and Administration; Principal Assistant Secretary among others.

She holds a Bachelor’s degree in Social Sciences from Makerere University; a Post Graduate Diploma from Uganda Management Institute; a Master’s degree in Public Administration and Management from Makerere University. She also attained a Master’s in Business Administration from the Eastern and Southern African Management institute (ESAMI) and has attended various professional courses in procurement, leadership and management among others, both locally and internationally.
