Cabinet Business is presented in form of Submissions to Cabinet which can be Cabinet Memoranda or Cabinet Information Papers.  There are several categories of Cabinet submissions and these include:
  • Ratification of Protocols, Treaties, Conventions, Agreements, etc.;
  • Approval of Draft Bills;
  • Approval of Principles for new laws(Bills);
  • Approval of national and sector policy proposals (those that may not result into or require legislation);
  • To inform Cabinet (Information Papers);
  • Approval of Statutory Appointments;
Cabinet Memoranda or Information Papers are submitted by the Permanent Secretaries to the Cabinet Secretariat.  Agencies and Departments make their submissions through the Permanent Secretary to of the line Minister.
