Public Service Leadership Excellence Programme
The Government of Uganda and Chandler Institute of Governance (CIG) jointly launched the inaugural Public Service Leadership Excellence Programme on 18th March 2025 at the Supreme Court Conference Hall, Judiciary Twin Towers, Kampala, Uganda.
The programme, attended by all of Uganda’s Permanent Secretaries, including the Head of Public Service and Secretary to Cabinet and the Deputy Heads of Public Service, was officially opened by Mrs. Lucy Nakyobe Mbonye, Head of Public Service and Secretary to the Cabinet of Uganda, and CIG’s Managing Director (Strategy and Research) Mr. Kenneth Sim.
The commitment by Uganda’s Public Service leadership to actively participate in this programme demonstrates the Government of Uganda’s commitment to strengthening Civil Service performance at the highest levels. Through close collaboration with CIG, the programme will leverage CIG’s global expertise, deep understanding of public administration, and international network of experts to deliver a rich and immersive learning experience.
The training programme is structured into 3 segments with the first segment running from 18th – 20th March 2025 and focuses on strategic leadership and governance. During this phase, Uganda’s Permanent Secretaries will debate the role of leadership in addressing complex national challenges, discern their roles in shaping Uganda’s national story, engage in in-depth discussions on public service values and identify strategies to enhance whole-of-government collaboration.
Beyond the sessions this week, the Permanent Secretaries will participate in virtual cross-sector dialogues and international benchmarking visits. These engagements will enable public sector leaders in Uganda to draw on global best practices to enhance coordination and improve service delivery across Uganda’s public sector.
